<br />Executive Session and Regular City Council - 4/7/03 <br />Page 23 <br /> <br />informed decision after all the facts had been presented. <br /> <br />Councilmember Kough responded to the presentation by <br />opining that no new information had been presented <br />relevant to his decision-making process; and he was <br />basing his decision, as his duty and obligation, on the <br />evident preference of public opinion. <br /> <br />Mayor Kysylyczyn opined that, with all due respect, there <br />were a number of people expressing their opinion <br />associated with personal politics, but did not necessarily <br />represent the majority. <br /> <br />Ms. Sobola, 1961 Ramline Avenue N. <br />Ms. Sobola asked to make comment, as she had been away <br />from the community when the Public Hearing had been <br />held. Ms. Sobola spoke to the citizens' right to vote, <br />citing as an example the hard-won rights of African <br />Americans and women in winning the right to vote. Ms. <br />Sobola stated that she was in support of continuing the <br />municipal Primary election; and asked the City Council to <br />"do the right thing" in supporting that position. <br /> <br />Mayor Kysylyczyn responded to Ms. Sobola's comments <br />by questioning their relevance to the discussion. <br /> <br />Councilmember Schroeder commented on his interest in <br />the Primary election topic; expressed disappointment in <br />unwillingness of the public to research and have accurate <br />information prior to making a decision, rather than basing <br />decisions on opinions and emotions; and opined that, if it <br />should become necessary, for budget reductions, to <br />eliminate the Primary election or layoff staff, he would <br />support elimination of the Primary election. <br />Councilmember Schroeder expressed an interest in <br />continuing discussions and having more information <br />provided. <br /> <br />Councilmember Klausing stated that he was ready to vote, <br />and asked Mayor Kysylyczyn to call the question. <br />
