<br />Executive Session and Regular City Council- 4/7/03 <br />Page 6 <br /> <br />B. Multi-Family Recycling Issues <br />Mayor Kysylyczyn addressed the Multi-Family Recycling <br />issue first; stating that the issue apparently had been <br />worked out, with all concerns addressed and all parties in <br />agreement. <br /> <br />Councilmember Kough questioned recent Council meeting <br />minutes that apparently contradicted that understanding, <br />and asked for clarification. <br /> <br />Communications Specialist Tim Pratt stated that all issues <br />had been worked out and the City is now fully in <br />compliance with state law, mandating that all residents be <br />provided with an opportunity to recycle at their residence. <br /> <br />Mr. Pratt elaborated that there had been some multi-family <br />complexes that had private contracts in place when the <br />City ordinance had been revised to extend services to all <br />multi-family units in the City; but after allowing those <br />contracts to be honored until their expiration, they were <br />now all provided with services under the City's program. <br /> <br />Mr. Pratt stated that, due to recycling haulers not meeting <br />their twice-annually reporting requirement to the City, <br />staff had finally been able to clearly identify all complexes <br />and how they were serviced as part of the implementation <br />and compliance process. <br /> <br />No action was required. <br /> <br />A. State Aid Reductions, Potential Impacts and Possible <br />Solutions <br />Finance Director Chris Miller reviewed the magnitude of <br />proposed state-aid cuts and provided a perspective <br />regarding potential city-wide impacts and potential options <br />and staff recommendations for Councilmembers to <br />consider in addressing this proposed deficit. <br /> <br />Kysylyczyn moved, Maschka seconded, authorizing staff <br />to work out the details presented in the concept plan <br /> <br />Multi-Family <br />Recycling Issues <br /> <br />State Aid <br />Reductions, <br />Potential Impacts <br />and Possible <br />Solutions <br />
