He indicated that The News <br />Council needs a written waiver of suit before it will process the complaint. I did not get a chance to talk to <br />him, or to get a copy of a waiver form if the Council in fact has a standard form. <br /> <br />I suspect that the City may have executed a waiver in conjunction with the most recent complaint, but I do <br />not see that we have a copy of that. It would have been before we began representing the City. <br /> <br />In my judgment, it would be prudent to have the Council approve the execution of a waiver. While the <br />Council did act to authorize the filing of the complaint, I do not believe any approval of a waiver was part of <br />the Council action. <br />
