<br />Regular City Council Minutes - 4/14/03 <br />Page 4 <br /> <br />Councilmember Klausing spoke in favor of continuing to <br />pay retirees for a portion of their accrued sick time. <br />Councilmember Klausing also asked about offering the <br />proposed early retirement plan, and City Attorney <br />Anderson believed that there would not be detrimental <br />reliance if the language was worded appropriately. <br /> <br />Klausing moved, Maschka seconded, amendment to the <br />main motion to include the requirement that staff report <br />back to the Council as to the cost savings actually <br />achieved under the program. <br /> <br />Roll Call (Klausing Amendment) <br />Ayes: Klausing, Maschka, Schroeder, Kough, and <br />Kysylyczyn. <br />Nays: None. <br /> <br />Further discussion ensued regarding the main motion, as <br />amended. <br /> <br />Councilmember Schroeder questioned how the budget <br />reduction plan would be implemented. <br /> <br />Councilmember Klausing spoke in favor of the motion as <br />amended. <br /> <br />Mayor Kysylyczyn spoke against the motion as amended. <br /> <br />Kysylyczyn moved, Maschka seconded, adding the word <br />"delay" and to amend the motion to direct staff to bring <br />this item back by July I, 2003 or earlier if the numbers <br />were finalized. <br /> <br />Councilmember Klausing asked about the effect of a delay <br />and about the size of the deficit. <br /> <br />Councilmember Kough said it was the City Manager's job <br />to decide which positions to fill and not fill. <br /> <br />Roll Call (Kysylyczyn Amendment) <br />Ayes: Maschka, Schroeder, Kough, and Kysylyczyn. <br />
