VI. Positive Outcomes

The outcomes we have experienced in the past are the same we would expect to experience in
our work with the City of Roseville. Evaluation is based on two criteria. The first is the process
in terms of quality, experiences, and compliance with the work plan/contract. The second is in
achievement of results and outcomes. Examples of outcomes we expect to experience with
Roseville include:

For individuals:
· High satisfaction with the quality of the work
· High agreement that the goals of the project were met in a timely and effective way
· Enthusiasm for applying the skills/ideas used during the process in other settings and in
greater depth within the organization
· Opinion by the vast majority of participants that the time and resources were well spent
· Experience of respect as an individual throughout the process
III Increased respect and understanding of self and the differing needs of others with whom
one works
· Experience of participation in identifying and meeting their own needs

For the Organization:
· The specific desired results identified at the beginning of the process are achieved in the
opinion of those who participated in the process and documented
· Increased ability to work productively with other members of the team and in concrete
ways to reinforce teamwork while honoring diversity of style and perspective
· Observed improvement in Council processes and effectiveness by others
· Clearly articulated goals and concrete measurable indicators of progress
· Strategies for integrating the new learning and the stated goals into the practice and
ongoing work of the organization
· Increased capacity at problem solving and conflict resolution among members in the
future
· Long term sense of increase in achievement of strategic direction
· Long term adoption of processes that include public participation and confidence that
public opinion/input is a routine part of the decision making process for the City

VII. Primary Consultant

I personally will be providing services under this project. A full resume is provided as an
attachment.

Bio Summary
I am the founder and Executive Director of the Center for Policy, Planning and Performance.
The Center is a nonprofit tax-exempt organization. It provides consulting services, project
management, and policy analysis to government and nonprofit organizations that want to make a
positive difference in the lives of those they serve. It has offices in both Minnesota and Kenya.

7
