We can't afford the pro- <br />gram at its current level or in its <br />current fonn. <br />Both of these exam.ples <br />highlight a fundamental truth: <br />We can't afford to keep doing <br />all the things we have done in <br />the same way we have always <br />done them. The world has <br />changed and Minnesota gov- <br />ernment needs to change as <br />welL <br />like most organizations in <br />these changing state <br />government needs to be more <br />innovative, creative effi- <br />cient with taxpayer donars. <br />Minnesota's private sector has <br />demonstrated ability to <br />streamline operations and still <br />provide quality service. <br />is no reason government can't <br />do the same. <br />Mi~esota's past can be a <br />guide to our future.
