<br />Regular City Council Minutes - 6/02/03 <br />Page 18 <br /> <br />recommending a separate Police Department entrance; <br />suggested use of the Ramsey County right-of-way <br />easement over their property for parking on the south side <br />of the City campus; previous comments from the Police <br />Department that they would prefer to be on one level; and <br />creation of the need for an extra elevator at an estimated <br />$100,000 to accommodate different levels. Mr. Moses <br />further opined that the standard of construction for <br />underground parking with office space above increased <br />costs due to meeting fire rating requirements in the <br />addition of a dry sprinkler system since the garage <br />wouldn't be heated. Mr. Moses recommended the City <br />consider reducing the footprint of the new addition from <br />approximately 20,000 to 14,000 square feet, then for <br />additional space needs, add on to City Hall, but not to the <br />extent anticipated, which would reduce the total square <br />footage. Mr. Moses opined that the extra cost of redoing <br />plans would be insignificant considering the potential <br />savings; spoke against enclosed parking for impounded <br />vehicles; and concurred with Councilmember Maschka <br />that there were too many red flags to proceed with <br />bidding the project at this time and committing the City to <br />the current plans. <br /> <br />Mayor Kysylyczyn sought response to Mr. Moses' <br />comments from Project Manager Duane Schwartz and <br />Project Architect Pam Anderson. <br /> <br />Ms. Anderson responded that creating two (2) main <br />entries to the facility would require additional direction <br />for the public, and stated that most City Halls are <br />designed with one (1) main entrance. <br /> <br />Project Manager Schwartz addressed Ramsey County's <br />desire to retain the right-of-way for County Road C <br />project stormwater retention. <br /> <br />Mr. Moses expressed his disappointment that the Council <br />didn't recognize the obvious solutions in several of the <br />areas he had previously addressed. <br />
