<br />Regular City Council Minutes - 6/02/03 <br />Page 20 <br /> <br />auction on cars depending on their condition; monies <br />realized on sales being deposited in the City's General <br />Fund; indoor housing of vehicles during evidence <br />collection and reconstruction of accident scenes, as well <br />as for insurance purposes. <br /> <br />Additional discussion included actual site-specific <br />construction cost estimates; minimal cost variations in dry <br />or wet sprinkler systems for the underground garage; and <br />energy code requirements regarding not heating the <br />underground garage. <br /> <br />Mayor Kysylyczyn provided an overhead slide providing <br />an outline of those various communication methods and <br />dates used pre-referendum by staff and Councilmembers <br />in keeping the public informed; and attempted to dispel <br />the rumor that the project's scope is not in line with that <br />presented to the public for the referendum. <br /> <br />Councilmember Schroeder opined that Ankeny Kell had <br />served the City well in analyzing all options and <br />expressed his confidence in their expertise. <br /> <br />Councilmember Maschka asked City Attorney Squires to <br />clarify the flexibility of legal options as to the referendum <br />and changes to the proj ect. <br /> <br />City Attorney Squires responded that the bond <br />referendum language was the determining factor and the <br />language was usually broad enough to allow for <br />contingent flexibility within that scope; with the voters <br />having elected Councilmembers to represent them and <br />make determinations on their behalf. <br /> <br />Councilmember Maschka asked City Attorney Squire's <br />opinion as to whether the Council had deviated from the <br />proposed scope of the proj ect by incorporating the Public <br />Works, Public Safety and Information Technology <br />Departments. <br /> <br />City Attorney Squires opined that the details under <br />
