<br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council ofthe City <br />ofRoseville, County of Ramsey, Minnesota was duly held on the 27th day of February, <br />2006, at 6:00 p.m. <br /> <br />The following members were present: Kough, Pust, Thlan, Maschka and Klausing. <br />and the following were absent: none. <br /> <br />Member Klausing introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION No. 10380 <br /> <br />Resolution Supporting Legislative Authority for Cities to Use Alternative <br />Voting Systems in Future Special Elections <br /> <br />WHEREAS, municipalities should have the right to determine how their elections <br />should be conducted; and <br /> <br />WHEREAS, using ranked vote processes can allow municipalities to achieve <br />representative elections without the expense and low turnout of a primary; <br />and <br /> <br />WHEREAS, the League of Women Voters of Minnesota has approved Instant Runoff <br />Voting for local Minnesota elections; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that I) The Minnesota legislature should <br />allow all municipalities to choose ranked vote processes for local <br />elections; and 2) The League of Minnesota Cities should support such <br />legislation. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Member <br />Ihlan, and upon a vote being taken thereon, the following voted in favor thereof: Kough, <br />Pust, Thlan, Maschka and Klausing <br />and the following voted against the same: none. <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
