Mr. Schwartz noted that <br />State statute designated the City Council, or governing body, as <br />the road authority; with staff operating under Resolution 6946, <br />dated April 28, 1980, delegating the investigation, study, <br />implementation, installation or other corrective measures for all <br />matters relating to vehicular traffic conditions to the Traffic <br />Safety Committee. <br /> <br />Mr. Schwartz further noted, that following Council and staff <br />discussion on January 23,2006, the City Attorney recommended <br />that the resolution-outlined practice be codified; and staff and the <br />City Attorney had prepared the proposed ordinance amending <br />City Code, by adding Section 601.05 entitled, "Traffic Control <br />Devices," capturing the intent of Resolution 6946. <br /> <br />City Attorney Anderson concurred with staffs comments; noting <br />the codification clarified and provided consistency for the <br />process; noting delegating to the Traffic Safety Committee and <br />for staffs expertise and use of recognized standards of national <br />guidelines, provided the City the greatest protection. <br /> <br />Councilmember Kough proposed the addition of three citizens <br />for their input, due to potential impacts to neighborhoods; and <br />opined his preference for City Council authorization of traffic <br />control devices. <br /> <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that the City's Public Works, <br />Environment and Transportation Commission's input be sought. <br /> <br />Councilmember Ihlan concurred with Councilmember Kough's <br /> <br />Consider a <br />Traffic Safety <br />Committee <br />Ordinance <br />
