Consider a Traffic Safety Committee Ordinance Public Works Director Duane Schwartz provided staff research for past practices in determining the need for and placement of traffic control signage within the City. Mr. Schwartz noted that State statute designated the City Council, or governing body, as the road authority; with staff operating under Resolution 6946, dated April 28, 1980, delegating the investigation, study, implementation, installation or other corrective measures for all matters relating to vehicular traffic conditions to the Traffic Safety Committee. Mr. Schwartz further noted, that following Council and staff discussion on January 23,2006, the City Attorney recommended that the resolution-outlined practice be codified; and staff and the City Attorney had prepared the proposed ordinance amending City Code, by adding Section 601.05 entitled, "Traffic Control Devices," capturing the intent of Resolution 6946. City Attorney Anderson concurred with staffs comments; noting the codification clarified and provided consistency for the process; noting delegating to the Traffic Safety Committee and for staffs expertise and use of recognized standards of national guidelines, provided the City the greatest protection. Councilmember Kough proposed the addition of three citizens for their input, due to potential impacts to neighborhoods; and opined his preference for City Council authorization of traffic control devices.
