<br />City Council Regular Meeting - 02/27/06 <br />Minutes - Page 26 <br /> <br />to refer the draft ordinance to the City's Public Works, <br />Environment and Transportation (PWET) Commission for their <br />general comments; input on addition of public and or PWET <br />Commission members to the Traffic Safety Committee; and their <br />comments and recommendations as proposed Council approval <br />of the Ordinance. <br /> <br />Mayor Klausing sought clarification as to the charge to the <br />Commission. <br /> <br />Roll Call (Table) <br />Ayes: Kough; Pust; Ihlan and Maschka. <br />Nays: Klausing. <br /> <br />Ihlan moved to request a formal, written City Attorney opinion <br />to provide background information related to liability issues. <br /> <br />Kough moved to request a second opinion from the Attorney <br />General related to Council authority. <br /> <br />Mayor Klausing directed City Attorney Anderson to provide a <br />written legal opinion related to any liability issues there may be <br />with City Council involvement in making that type of decision; <br />and recommended that Councilmember Kough's request be held <br />until the written legal opinion had been received from the City <br />Attorney. <br /> <br />11. <br /> <br />Consider Purchase of Used Compost Turner Attachment <br />Public Works Director Duane Schwartz noted that the City had <br />operated a compost site at County Road C and Dale Street since <br />1970 as a service to residents. Mr. Schwartz noted that various <br />procedures and complaint-driven modifications had been <br />implemented and revised to manage the site to control odors and <br />speed the process, as well as storage considerations. <br /> <br />Mr. Schwartz reviewed the City's hiring of a contractor to aerate <br />the piles over the last 15 years to produce finished compost <br />product wi thin one season under this new process for this <br />longstanding and popular service. Mr. Schwartz noted the <br />difficulties in availability of reliable contractors over the last few <br />years, creating decreased quality of compost, as well as <br />additional odors at the site due to anaerobic conditions in the <br /> <br />Consider Purchase <br />of Used Compost <br />Turner Attachment <br />
