<br />City Council Regular Meeting - 02/27/06 <br />Minutes - Page 3 <br /> <br />personal learning styles and future long-range strategic <br />planning processes, commented on comments made by <br />Consultant Barbara Raye in what appeared to be a "bait and <br />switch" situation regarding the scope of services to be <br />provided. Ms. McGehee opined that it appeared that this <br />process should be separate from the next step, and a <br />separate Request for Proposals (RFP) should be used for <br />any long-range strategic planning and goal-setting by the <br />City Council. In conclusion, Ms. McGehee further opined <br />that the team building process held earlier tonight appeared <br />to make Councilmembers respectful of individual learning <br />styles. <br /> <br />Mayor Klausing, noted that his perspective of tonight's <br />exercise was to lead to goal-setting and long-term planning <br />by the City Council; and was a team-building exercise, and <br />not designed to force certain courses of action by individual <br />Councilmembers. <br /> <br />B. Craig Landkamer, 2612 Wheeler Street <br />Mr. Landkamer commented on Agenda Item 14 entitled, <br />"Discuss Entrance to the James Addition Subdivision at <br />Snelling and Oakcrest Avenue;" and recent correspondence <br />from the Minnesota Department of Transportation <br />(MnDOT) regarding the City's intent and progress to-date. <br />Mr. Landkamer opined that the current and "temporary fix" <br />appeared to be working well, and created no major <br />investment for the State or City, as compared to the six <br />previously identified options. <br /> <br />Mayor Klausing concurred with Mr. Landkamer; however <br />noted that eventual closure was a State of Minnesota <br />decision, not a City decision. <br /> <br />Councilmember Kough opined that the City Council <br />needed to determine their definite commitment for a long- <br />term solution; and recommended creation of a Task Force <br />of affected residents to decide on an alternative to present <br />to MnDOT, as proof that the City was taking the initiative. <br /> <br />On an unrelated note, Mr. Landkamer commented on the <br />
