31/.111?-- <br /> MAR 16 2012 <br /> 90 Mid Oaks Lane <br /> Roseville,MN 55113 <br /> March 15,2012 <br /> Roseville City Council <br /> Roseville City Hall <br /> 2660 Civic Center Drive <br /> Roseville,MN 55113 <br /> RE:Fiscal Impacts of Adding Retail on County Road C In Roseville <br /> Dear Council Members, <br /> A recent study,prepared for the Minnesota Department of Revenue,estimates the fiscal impact of <br /> alternative land uses for counties,cities and school districts in the seven-county Twin Cities <br /> Metropolitan Area.1 This study estimates the revenue generated to a locality from a type of land use and <br /> compares It to the direct expenditures the city,county and school district incurs in providing existing <br /> services to that land use.The analysis is based on the Jurisdiction's Fiscal Year 2011 budget and current <br /> levels of service.The authors indicate the study seeks to answer the question,"What type of <br /> development pays for itself?" <br /> The study evaluated nine land use alternatives—five residential and four nonresidential—listed below. <br /> Residential Land Use <br /> • Single Family detached unit:Higher value <br /> • Single Family detached unit:Median value <br /> • Single family detached unit:Lower value <br /> • Multifamily/Condo(Homestead)unit <br /> • Apartment unit <br /> Nonresidential Land Use <br /> • Commercial/Retail <br /> • Office <br /> • Industrial <br /> • institutional(tax exempt) <br /> A jurisdiction's analysis indudes the General Fund and any tax supported funds,including operating and <br /> capital costs(including debt service).Funds for water and waste water are assumed to be self <br /> supporting and are not included.The authors stress that only those revenues and costs directly <br /> attributed to the land use are Included.No Indirect,or spin-off Impacts are included except the Fiscal <br /> Disparities revenue. <br /> Reven raise, of the <br /> Area Fiscal DRsporkles Program.Prepared for Minnesota Department of <br /> ue <br /> February 13,2012. <br />
