<br />City Council Study Session - 03/20/06 <br />Minutes - Page 2 <br /> <br />Approve Agenda Approve Agenda <br />Mayor Klausing called for any comments or discussion on tonight's <br />Agenda. There were not revisions. <br /> <br />1. Receive Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any non-agenda items. <br /> <br />A. Gina Loperfido, 475 Hilltop Ave. <br />Ms. Loperfido spoke to the upcoming residence of a <br />convicted Level 3 sex offender moving into her <br />neighborhood; opined that too few flyers were sent out in <br />the neighborhood; that the notice area was "bizarre" and <br />more public notice needed to be provided by the City <br />beyond that required by the State of Minnesota. Ms. <br />Loperfido spoke to the gross offenses of the offender; the <br />location of area parks and children residing in the area and <br />sought assistance of the City in broadening the notice area. <br /> <br />Mayor Klausing thanked Ms. Loperfido for using the <br />Public Comment portion of the meeting to express her <br />comments; and noted that the City Council would take the <br />matter under consideration and ask staff to report to them <br />with additional information regarding the situation and <br />notice process to-date; noting that it was an issue that had <br />additional long-term concerns. <br /> <br />2. <br /> <br />Discuss the HarMar Apartments and Possibly Going <br />Through a Planned Unit Development Process at 2225 S <br />Highway 36 Frontage Road (PF 3710) <br />Housing & Redevelopment Authority (HRA) Executive Director <br />Cathy Bennett of Barsness Consulting introduced Ms. Gina <br />Ciganik with the Central Community Housing Trust (CCHT). <br />Ms. Bennett noted that the HRA had informally met with the <br />CCHT regarding affordable and workforce housing; and noted <br />that tonight Ms. Ciganik would be presenting their plans for <br />purchase and renovation of the 120-unit HarMar Apartments <br />located at Snelling Avenue and Highway 36; looking for <br />feedback from the City Council and the HRA, for eventual <br />creation of approximately 150 mixed-income rental housing <br /> <br />HarMar Apts. <br />Going Through a <br />Planned Unit <br />Development <br />Process at 2225 S <br />Highway 36 <br />Frontage Road (PF <br />3710) <br />
