City Manager Beets advised Councilmembers that staff would return to the City Council at their April 10, 2006 meeting with the requested staff information and proposed process. 9. City Councilmember Initiated Meeting Agenda Items Mayor Klausing requested Council consideration of revising the how and when Council initiated agenda items are included on agendas. Mayor Klausing reviewed rational for the current practice, and difficulties with the procedure for staff and Councilmembers being prepared for discussion of the items presented and how another process could assist staff and the City Council in controlling their work flow and Council meeting length. Mayor Klausing recommended modifying the procedure so the deadline for submission of Council agenda items be changed from the Wednesday before the meeting to 11 days before the meeting. Councilmember Maschka spoke in support of additional time for adding items. Councilmember Ihlan spoke in opposItIon to additional time, opining that it wasn't a workload or management issue, but was the job of Councilmembers to represent different constituencies with issues in a timely manner. Councilmember Ihlan expressed concern with Councilmembers stifling other Councilmembers and their issues. Discussion included balancing the interests of individual Councilmembers with outstanding agenda items; and Roberts Rules provisions. Councilmember Kough spoke in opposition, from a courtesy standpoint, to changing current practice.
