<br />City Council Study Session - 03/20/06 <br />Minutes - Page 21 <br /> <br />implementation. <br /> <br />City Manager Beets advised Councilmembers that staff would <br />return to the City Council at their April 10, 2006 meeting with <br />the requested staff information and proposed process. <br /> <br />9. <br /> <br />City Councilmember Initiated Meeting Agenda Items <br />Mayor Klausing requested Council consideration of revising the <br />how and when Council initiated agenda items are included on <br />agendas. Mayor Klausing reviewed rational for the current <br />practice, and difficulties with the procedure for staff and <br />Councilmembers being prepared for discussion of the items <br />presented and how another process could assist staff and the City <br />Council in controlling their work flow and Council meeting <br />length. <br /> <br />Mayor Klausing recommended modifying the procedure so the <br />deadline for submission of Council agenda items be changed <br />from the Wednesday before the meeting to 11 days before the <br />meeting. <br /> <br />Councilmember Maschka spoke in support of additional time for <br />adding items. <br /> <br />Councilmember Ihlan spoke in opposItIon to additional time, <br />opining that it wasn't a workload or management issue, but was <br />the job of Councilmembers to represent different constituencies <br />with issues in a timely manner. Councilmember Ihlan expressed <br />concern with Councilmembers stifling other Councilmembers <br />and their issues. <br /> <br />Discussion included balancing the interests of individual <br />Councilmembers with outstanding agenda items; and Roberts <br />Rules provisions. <br /> <br />Councilmember Kough spoke in opposition, from a courtesy <br />standpoint, to changing current practice. <br /> <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided a Bench Handout entitled, "Council <br /> <br />City <br />Councilmember <br />Initiated Meeting <br />Agenda Items <br />
