Klausing's claims; and the corrections Claim #1: Mr. Klausing claims that the procedure is a result of the difficulties council members previously encountered placing items on the agenda. Correction #1: The policy predates any imagined difficulties claimed by Mr. Klausing. The policy of allowing council members to place items on the agenda was instituted in January 2002 on a 3-2 vote with Mr. Klausing and Mr. Maschka voting no. With the election of Mr. Kough and Mr. Schroeder in 2002, there was a substantial shift in the council's thinking on this issue. The council felt that this meeting was the council's meeting, not the manager's meeting. There was also a feeling that since members were independently elected and had different opinions and goals, those members had an inherent right to raise items at meetings for discussion without receiving prior approval by other members. The noon Wednesday administrative policy was adopted soon thereafter, because staff indicated frustration with members who would create extra work by trying to place items on the agenda during the assembly process. Claim #2: Mr. Klausing's difficulty of placing items on the agenda is the fault of actions by Mayor Kysylyczyn. Correction #2: The difficulty Mr. Klausing refers to in his memo was of his own making. He refused to follow the system and attemptedto submit an item after the Wednesday noon administrative deadline. When he- was told he would have to wait olJeweek, he had _Mr. Beets prepare a second agenqa for the meeting with his::items. The councikresolved the issue 'several :days tater by setting ast.de: . . Mr. Klausi~g's agenda, asking ~im to wait one week, and req~esting that he follow the system in place. The fact that Mr. Klausing failed to mention is that his agenda requests were to call yet another vote on some items which had been voted down several times in the past. Claim #3: Mr. Klausing's claims that the council agenda policy is connected to goal setting and was intended to be used by staff to place items on the agenda. Correction #3: The council agenda policy process passed in 2002, council goal setting sessions, and staff initiated agenda items, are three separate distinct issue? The three were never connected. Mr. Klausing's description of the process, staff leading the council on policy issues, was the old process prior to 2002. The council agenda policy passed in 2002 was a way to break the previous system of the tail wagging the dog.
