Regular City Council Minutes. - 06/16/03 <br />Minutes -Page 16 <br />Discussion included capabilities of the tower at varying <br />heights; City needs related to potential switching to 800 <br />MHZ frequency equipment, and those specific equipment <br />requirements, compared to those present concerns, and <br />associated cost comparisons and justifications; private <br />sector use of the pole and projections of their specific <br />height requirements; ability of adding height onto the pole, <br />provided the base is designed appropriately at the initial <br />construction; the potential revenue sources available (i.e., <br />four users maximum, in addition to the City, fora 150' <br />pole); and the negotiation pending between Sprint and the <br />City regarding the pole's construction and lease amounts, <br />with Mr. Miller anticipating $25 - $35,000 annually per <br />provider at this time. <br />Further discussion included the technological issues and <br />location of cells related to the pole height; and the two <br />frequencies (i.e., Public Works and Police car-to-car) <br />currently used by the City at 460 MHZ. <br />City Manager Beets clarified that Ramsey County is <br />proceeding with their planning for going to the 800 MHZ <br />system, of which the City is a participant, and plans to sell <br />bonds to support the $25 Million project in the spring of <br />2004. Mr. Beets also advised Councilmembers that the <br />City Hall construction project includes installation of <br />repeaters to enhance radio communications of the Police <br />Department. <br />Mr. Harrington advised that Sprint would anticipate <br />paying for the initial tower construction, conveying <br />ownership to the City, and by agreement the City would in <br />turn abate their lease costs as applicable until the <br />construction cost was depleted. <br />Councilmembers continued discussion regarding each of <br />their preferences for tower height, until a compromise was <br />achieved. <br />Councilman Schroeder suggested considering a 100' pole <br />with the capability of adding height up to 150' at some <br />later date if City Council approves.
