Councilmember Maschka expressed his <br />vehement support of this program, given their philosophy <br />of operation and providing- consequences to divert children <br />.from high-risk situations. <br />Mayor Kysylyczyn reviewed the 2003 budgeted amount of <br />$43,797, with a 1 % variable escalator built into contract, <br />with Councilmember Maschka and Ms. Andrews <br />clarifying contract criteria. <br />Councilmember Kough spoke in support of the program, <br />recognizing their exceptional work; suggesting that, given <br />budget constraints, the contract request could be frozen at <br />20031evels. <br />Further discussion ensued regarding minor contract <br />revisions with City Attorney Squires and Ms. Andrews <br />committing to work together on any revisions at the <br />Council's direction. <br />Maschka moved, Kysylyczyn seconded, to maintain <br />existing the funding process for the Northwest Youth and <br />Family Services organization for the 2004 year. <br />Councilmember Klausing expressed concern regarding the <br />present budget situation with staff requested to present a <br />no levy increase preliminary budget; and further stated <br />that he would be voting against the motion at this time, <br />due to being requested to deal with this one item in a <br />vacuum; and his need to put the request in the context of <br />the entire budget. <br />Mayor Kysylyczyn identified with Councilmember <br />Klausing's comments; opining that he would prefer to cut <br />Pathway funding to support this program, or trimming and <br />reducing in other areas, but realized the need for NYFS to <br />have their 2004 budget determined prior to completion of <br />the City's budget process in December. <br />Councilmember Maschka reiterated his support of the <br />
