Regular City Council Minutes - 06/16/03 <br />Minutes -Page 30 <br />Understanding (MOU) site map, was for informational <br />purposes only, and the Council was not adopting the map <br />as presented. <br />Community Development Director Dennis Welsch <br />concurred with Mayor Kysylyczyn, advising that the land <br />use map would not be .adopted until the land use issues <br />were defined and a more refined proposal. Mr. Welsch <br />reviewed the purpose of the MOU, and its incorporation of <br />who was responsible for which component of the proposed <br />project (i.e., improvements, infrastructure, public <br />assistance, site plan review and plan amendments, who's <br />responsible for what and who pays. and exactly what <br />details are involved). <br />Mayor Kysylyczyn reviewed various components of the <br />MOU; improvements, infrastructure, public assistance, <br />site plan review, and plan amendments. <br />Discussion included the link of the map to the MOU, <br />defined as an initial "cut" by Mr. Welsch; preferences to <br />be included in the site development; impacts to the <br />neighborhood; cash stream potentials for a hospital; traffic <br />issues; ratios and percentages of housing and retail and <br />whether the developer is within the general scope of <br />Council preferences; and the need for an MOU. <br />City Attorney Squires responded to Council question <br />regarding the features of an MOU; stating it was a non- <br />binding agreement, intended to set out rights and <br />responsibilities for parties to establish a base on how the <br />development process would work, confirming that the <br />Council would continue to have numerous opportunities <br />during the process to affect project and it's moving <br />forward. <br />Mayor Kysylyczyn recognized audience members for <br />public comment regarding this issue. <br />Al Sands, 2612 Aldine <br />Mr. Sands first commented on the length of tonight's <br />meeting; requesting that Council business should be <br />
