June 27,2003

To:

Roseville City Council

From:

Mayor John Kysylyczyn

RE:

800 MHz Information & Resolution-
Supplements to the June 30, 2003 meeting packet

I have attached information on the 800 MHz communication system
being implemented in Ramsey County. County Manager Kirkwold
has requested that we adopt the attached resolution in order to
increase our opportunities to receive federal funds to offset the costs
involved with the transition.

While there is a late July deadline, if there is no objection by staff, I
would recommend that the council adopt the resolution on June 30.

Note:

The 800 MHz system will require the installation of 7 additional
antennas in the Ramsey County area. I have asked Mr. Kirkwold to
provide us with a map of the proposed locations as soon as it
becomes available. The new cell tower we just approved may be a
future location.

There will also be a substantial cost to upgrade Roseville equipment
to the 800 MHz standard. Every radio will have to be replaced. The
County is considering using its bonding authority for the entire cost,
and offering the cities a billing plan to spread the cost out over many
years. We would also have the option of paying cash up front.

3
