<br />Regular City Council Minutes - 08/04/03 <br />Page 19 <br /> <br />Discussion included ability to capture TIF under current <br />statutes and uses; $1.3 Million proceeds as a result of the <br />property sale; pooling of funds; pond improvements; <br />developer contributions and projected city cost; and <br />$140,000 costs incurred Housing Funds which involve <br />Housing and Redevelopment Authority (HRA) monies and <br />anticipated reimbursement; <br /> <br />Further discussion included the HRA's request for <br />reimbursement from TIF proceeds for the cost and <br />redevelopment of five (5) of the seven (7) lots purchased <br />with HRA funds, and possible subsidy similar to the <br />Hamline house. <br /> <br />Discussion ensued regarding HRA funds and potential <br />impacts of Council decisions regarding the Arona site to <br />the prehn-unary budget and levy, given the need to certify <br />the Preliminary Levy to the County by September 15, <br />2003; and the staffs proposal to discuss TIF District No. <br />12 at the September 22 or September 27, 2003, after the <br />fact. <br /> <br />Councilmembers concurred that this proj ect impacted the <br />preliminary budget figures. <br /> <br />Mayor Kysylyczyn requested that further detailing of <br />property uses and comparison cost analyses be provided <br />by Development Attorney James Casserly for discussion at <br />the September 15, 2003 discussion of portions of this <br />proj ect. <br /> <br />Kysylyczyn moved, Klausing seconded, directing staff to <br />bring back additional information regarding the Housing <br />and Redevelopment Authority (HRA) lot purchase at the <br />September 15, 2003 regular Council meeting; and further <br />directing staff to bring remaining issues to the September <br />29, 2003 regular Council meeting. <br /> <br />Roll Call <br />Ayes: Klausing, Schroeder, Maschka and Kysylyczyn. <br />
