<br />Regular City Council Minutes - 08/04/03 <br />Page 4 <br /> <br />program and services provided and encouraged continued <br />participation. <br /> <br />Councilmember Maschka, Council representative to <br />NYFS, concurred with the Police Chief Sletner's <br />interpretation of the services provided and actual savings <br />realized by the City in their diversion efforts for students <br />and families in crisis. <br /> <br />Mayor Kysylyczyn concurred with the comments of Chief <br />Sletner and Councilmember Maschka, further commenting <br />on the initiation of the program by local municipalities <br />with original funding provided through program <br />foundations, fees, grants, and municipalities. <br /> <br />Councilmember Klausing concurred with the concept of <br />the NYFS, but questioned how it balanced with core city <br />functions, and given reductions in other department <br />budgets, whether reductions in support of the program <br />were warranted. <br /> <br />Mayor Kysylyczyn opined that, from the perspective of <br />the greater policy issue involved, the City would be <br />obligated to contact the other ten (10) cities for their <br />respective comments. <br /> <br />Councilmember Schroeder addressed dispatching services <br />provided by Ramsey County; and requested itemized <br />services received and their quality. <br /> <br />Chief Sletner responded that services provided included <br />9-1-1 initial response and dispatch; computer animated <br />data systems; running of warrant checks; criminal <br />histories; driver's license verifications; and expressed her <br />satisfaction with the services provided by Ramsey County. <br />Chief Sletner clarified that services were for the Police <br />Department, and that the Fire Department dispatching <br />service was provided by the City of St. Paul. <br /> <br />Mayor Kysylyczyn requested clarification on the number <br />of current positions vacant; with Chief Sletner clarifying <br />
