<br />Regular City Council Minutes - 8/11/03 <br />Page 15 <br /> <br />meeting/conference attendance. Councilmember Klausing <br />spoke against the proposed expenditure. <br /> <br />Councilmember Schroeder opined that, if the Council <br />were to consider banning their out-of-state travel, the same <br />be done for staff across the board to maintain consistency. <br /> <br />Councilmember Klausing reasoned that staff, as full-time <br />professionals, may find attendance at various conferences <br />necessary to their continuing education credits or staying <br />current with industry standards for their respective <br />positions. Councilmember Klausing stated that he didn't <br />anticipate that this would be a long-term situation, simply <br />asked that, until the budget situation was resolved, the <br />Council lead by example. <br /> <br />Mayor Kysylyczyn disagreed with the perceived <br />demeaning of Council status, and sought commentary <br />from staff and Councilmembers. <br /> <br />Kysylyczyn moved, Schroeder seconded banning all out- <br />of-state conference travel across the board, extending <br />through December 31, 2004; and all budgeted monies in <br />2004 be reallocated to the shortfall in state aid funding. <br /> <br />Councilmember Klausing spoke against the motion, <br />opining that it sent the wrong message. <br /> <br />Roll Call <br />Ayes: Schroeder, Maschka and Kysylyczyn. <br />Nays: Klausing. <br /> <br />B. Approving a One-Day, On-Site Gambling Permit for <br />Roseville Fire Auxiliary <br />Maschka moved, Klausing seconded approval of an on- <br />site gambling permit for the annual Roseville Fire <br />Department Auxiliary Booya on October 5,2003. <br /> <br />Roll Call <br />Ayes: Klausing, Schroeder, Maschka and Kysylyczyn. <br />Nays: None. <br /> <br />Gambling Permit <br />for Roseville Fire <br />Auxiliary <br />
