City Council Compensation and Health Insurance City Council <br />Benefits Compensation and <br />Councilmember Kough sought clarification as to whether Health Insurance <br />Councilmembers could participate in the City employee Benefits <br />health insurance benefit. <br />City Attorney Anderson advised that he would need to <br />research that issue in more detail prior to offering a legal <br />opinion. <br />Councilmember Maschka sought clarification as to <br />whether the City health insurance provider's Plan <br />Document for health care may need to be reviewed as <br />well. <br />Mayor Kysylyczyn attempted to initiate discussion <br />regarding Council salary compensation tied into employee <br />compensation increases, rather than sporadic <br />compensation revisions for Councilmembers. <br />City Attorney Anderson advised that he would need to <br />review State Statute related to the timing and decision- <br />making of the Council related to this issue and the <br />upcoming election. <br />Councilmember Schroeder, who had originally initiated <br />consideration of Council compensation, opined that, with <br />the current budget situation and State Aid cuts, perhaps <br />Councilmembers should wait until the economy turns <br />around to bring this issue back to the table. <br />Mayor Kysylyczyn directed City Attorney Anderson to <br />return to the September 15, 2003 with a legal opinion <br />defining whether a Councilmember could participate in the <br />City employee health insurance; and whether provision of <br />a computer and related equipment to Councilmembers by <br />the City during their tenure would qualify as <br />compensation. <br />
