This is one of the <br />highest participation rates in Minnesota. There have been changes in the program throughout the years, <br />but in spite of those changes, tonnages collected and the number of participating households have <br />remained relatively stagnant since 1992. <br />Although the Citizen Committee could not reach a consensus on how to increase and improve the City's <br />recycling efforts, a citizen survey showed 51 % of Roseville residents would be interested in a single <br />stream program and of those, 57% would pay more. <br />As a citizen, I would support the bi-weekly single stream for curbside. I personally feel ease and <br />convenience (no sorting and large, wheeled, and covered containers) will increase paraticipation. Waste <br />Management stands alone in this new way of recycling. If recycling is to remain viable in the future, I <br />do feel single stream will be a big part of that future. I realize cart cost is also a big part of this contract, <br />but I would think this cost could be negotiated with Waste Management. <br />As for the Leaf Program, the Corrunittee felt it was a valuable program and recommended it be <br />continued. <br />As a citizen, I feel the Leaf Program is a community service. Residents do need somewhere to dispose of <br />leaves. Storm drains and lake issues depend on effective leaf clean-up. I personally don't have my leaves <br />picked up, but I do use the compost. There is hardly a time when I visit the compost site, that there are <br />not several others there as well. I would hope the Council would look at various options to reduce the <br />cost, maintain the effectiveness of the process and still provide this service in some way. <br />The Leaf Program, Central Park activities, Holiday Lighting and the 4th of July fireworks are all part of <br />what makes Roseville a great community to live in. <br />Sincerely, <br />Judy Wood <br />8/ 14/2003 <br />
