There are hundreds of
properties in Roseville ~~rith six or more large, mature trees in their yard. 6~4~ith that many
leaves, i_t is physically impossible to bag all of them in the literally huundreds of bags
that would be required for pickup by a collection service. Nor is there enough room in the
typical yard to compost that many leaves.
Not providing- leaf collection may very well be an example of "penny w?se/pound foolish"
policy making. If you do not provide for leaf collection, where do you t!"link all the
leaves will go? A major proportion of them will end up in the streets and gutters. From
there, if they are not picked up at extra cost by the city street sweepers, they wi1.l find
their way into the storm sewer_ system, leading to clogged, backed-up sewers that will cost
the city a lot more money to fix than it would have cost to collect the leaves in the
first place.
Increase the individual collection fee if you must. I think it would make more sense to go
back to the old system where every property owner was charged a small fee. [~~ith the
optional fee system; you have a lot of -freel_aade_rs who just wait for their leaves to be
blown into their more responsible neighbors' yards or who allow their leaves to accumulate
in the streets and gutters until they are cleaned up by the city at no cost to themselves.
David Ho stock
Roseville, MN ^5113
Telephone ~ ..v_ .
1
