G^Ye Nave always been loyal contributors, through bot~ <br />the free pick-up and, later, fee based pick-up, as well as, hauling leaves to the carnpost <br />sitE~ after the pick-up. <br />Roseville is an older first-tier suburb ~~aith many older homes, and trees that complement <br />them. I look at the newer suburbs and see acres of blocks of homes, a1~. looking the same, <br />and mostly E-~i thout shade trees, and th~_nk what a nice city Roseville is to live ~_n . l <br />also look at our neighborhood, t^lit~`i many large, beautiful shade trees adding to the <br />character of living in Roseville. <br />[~Io+.a I ha~.~e to balance potential additional costs (compared to private removal through <br />+.-~eekl.y rubbish haulers who only pick-~..zp leaves through the middle of October) of removing <br />leaves from the trees on our property, as ~f.ell as, the flower buds and seeds in the <br />spring, from these trees which provide beauty and shade far several neighboring <br />properties, with our ability to pay far the continued maintenance of these aging trees. <br />Gee had hoped that these trees, with proper maintenance, caould last many more years. But <br />if the cost of removing the leaves, along with the other necessary care, becomes too high, <br />there would be no alternative than to remove all the trees an our property, as the long <br />run costs - from disposal costs of the debris and the higher insurance costs resulting <br />rom potential damage to our home from wind storms, do not add to the value of the home, <br />and becomes prohibitive. <br />It was my understanding that staff and equipment used to collect the leaves were committed <br />costs, i.e., the costs that the city paid for the staff and equipment (depreciation <br />charges) were incurred anyways and that this made an economic use of staff time and <br />equipment when they were not being fully utilized. This added to the recovery of some of <br />the costs when fees were assessed against those using the program, provided valuable <br />benefits to the citizens of this community, whether they used the fall collection program <br />or used the composted leaves in the spring. <br />I +~.tauld hate to see ou.r beautiful community become looking like some of the "desolate" <br />communities as one might see along north highway I-35W because the city decides to no <br />longer provide these services to its citizens. Accordingly, we would like to express our <br />support of the continued leaf pick-up program and compost program, as I am sure most of <br />the Council would.
