Casserl~j, F,sq. <br />Erncril jcasserl}~~~Ct~~r•assrrtortroe.corrt <br />Direct (95?) 385-1?96 <br />THE ISSUE <br />We have been asked by Roseville to determine if TIF District No. 12 (Arona) can be <br />transferred to the HRA to provide it with a source of revenues to finance its housing programs. In <br />order to answer that question, we reviewed our files to determine what statutory authority had been <br />used to establish the City's project areas alld TIF Districts. This memorandum summarizes the results <br />of our research and also our discussion of our findings with City development staff on July 3. <br />ANALYSIS <br />Under 1987 special legislation codified as M.S. 469.082, Roseville was given all of the <br />powers of a port authority under M.S. 469.048 to 469.068.
