Regular City Council Minutes - 8/18/03 <br />Page 9 <br />overtime that potentially determines what level of <br />maintenance to provide (i.e., leaf program, seal coating); <br />and continuing to review efficiencies in in-house or <br />outsourcing various maintenance items. <br />Councilmember Schroeder requested more detail on the <br />concept of the clerical staffing pool, their duties and <br />location. <br />City Manager Beets responded that staff would be able to <br />take advantage of the new configuration in City Hall, with <br />the Parks and Recreation, Finance, Administration, <br />Community Development Department, Fire and Police <br />Administration all co-located, staff could be deployed to <br />assist other depar~~nents during peak demand times in the <br />respective departments. Mr. Beets cautioned <br />Councilmembers that there was no excess staff employed, <br />and that this was an internal device proven effective in <br />meeting the day-to-day needs, as well as high demand <br />peaks. Mr. Beets advised that the Finance and <br />Administration departtments were already moving toward <br />this clerical pooling concept in coordinating their <br />departments' work load. <br />Mayor Kysylyczyn opined his support of the clerical pool <br />as a solution that should have been implemented long ago, <br />along with a reduction in personnel. <br />Given his inability to attend the last two Council meetings, <br />Councilmember Kough commented on his preferred <br />support of a two percent (2%), rather than a three percent <br />(3%) cost of living adjustment (COLA) in salaries in 2004; <br />elimination of the city-wide survey in 2004 at a proj ected <br />cost-savings of $15,000; and commended City Manager <br />Beets on his realistic figures presented in his <br />recommendations. <br />Recess Recess <br />Mayor Kysylyczyn recessed the meeting at 6:49 p.m. and <br />reconvened the meeting at 7:05 p.m. <br />
