<br />Regular City Council Minutes - 9/22/03 <br />Page 6 <br /> <br />Council questions and discussion included current needs <br />and future plans; access issues from the existing to the <br />detached garage; screening materials; design of roofing to <br />match existing structures; and materials planned for the <br />surface area between structures. <br /> <br />Tim Cook, 911 Parker Avenue (neighbor) <br />Mr. Cook spoke in support of Mr. Santanni' s request, <br />recognizing the purpose of the ordinance under ordinary <br />circumstances and the uniqueness of this situation. Mr. <br />Cook opined that the Council needed to consider the <br />options available in attracting younger families into older <br />homes and neighborhoods and encouraging their longevity <br />in the neighborhoods. <br /> <br />Mr. Santanni continued his presentation, stating that he <br />had pride in the home, as it had been built by his <br />grandfather, and he planned to stay in the home, but it <br />needed to accommodate the family's needs. <br /> <br />Renee Santanni, (co-applicant) <br />Ms. Santanni encouraged Council support of the Variance; <br />rationalizing that if their house was a rambler, it would not <br />have created a problem; that they do plan to build onto the <br />house in the future, which would make it comply with <br />current ordinance, but that additional garage space was a <br />priority now, given the small attached garage in <br />relationship to a majority of to day's vehicles. <br /> <br />Councilmember Kough recognized the uniqueness of this <br />property, and opined his lack of support in denying the <br />motion. <br /> <br />Councilmember Klausing recognized the difficulty in <br />making a decision related to this request, in balancing the <br />City's desire to encourage investment in properties, while <br />preserving neighborhood aesthetics. Councilmember <br />Klausing observed that, while he was generally willing to <br />defer to the recommendation of the Planning Commission, <br />he did acknowledge that there's a unique situation on this <br />
