Door-to-Door Solicitation Concerns and Enforcement
Councilmember Kough requested clarification of the
City' S %i:trr ent ~r dlnariiic related to door-t©-door
solicitation, citing a citizen complaint he had received
regarding an aggressive door-to-door solicitor and the
Police Department's alleged inability to monitor those
solicitations.
City Attorney Anderson clarified the City's nuisance
ordinance, recent case law, and First Amendment rights of
door-to-door solicitors and protection of privacy versus
prevention of crime. Mr. Anderson opined that the City's
standing nuisance ordinance was adequate, but that the
City Council may wish to consider licensing and/or
registration requirements.
City Attorney Anderson further encouraged that property
owners needed to be alerted that if their property was
posted against solicitation and/or trespassing, violations
could be prosecuted under the City's nuisance ordinance.
By consensus, staff was directed to include public
education information in future communications (i.e.,
Roseville Wrap) related to posting of signage on private
property to discourage solicitation.
Other Business
