Consider City of Roseville Request for an Amendment to the City's Subdivision Ordinance Relating to Hearings on Final (PF 3531) 3.0 Kysylyczyn n10ved, without a second, holding the first reading of Ordinance No. 1296 entitled, "An Ordinance An1ending Title 11, Sections 1102, Subsection 1102.1, E through G, Pertaining to Required Public Hearings on Final Plats." Community Development Director Dennis Welsh reviewed the background of the requested action in accordance with state statute, and as recommended by the Planning Commission on a 3/3 vote, with their resultant split vote due to their expressed concern related to the public's ability to COIUluent on the project. City Anderson Scott Anderson spoke to the request and the work required during the conceptual plan and conditions for the plat, rather than at the final plat approval stage. Mayor Kysylyczyn amended his motion, Kough seconded, to 1110ve the first and second reading of the Ordinance. Counciln1ember Klausing questioned the procedural intent and wording of the proposed motion.
