<br />Regular City Council Minutes - 11/17/03 <br />Page 30 <br /> <br />communication gap In getting the proposal to all <br />Councilmembers for their review, but assured <br />Councilmembers and the public of their desire to offer <br />their services to help the City fulfill their vision and bring <br />about development of the Twin Lakes area. <br /> <br />Further discussion included the complexity of the <br />development for the City and efforts to address all of the <br />components; and timing required for the process. <br /> <br />Councilmember Schroeder, in defense of Councilmember <br />Klausing's expectations for tonight's discussion, <br />concurred with the content included in the Council packet <br />materials. <br /> <br />Amy Ihlan, 1776 Stanbridge Avenue <br />Ms. Ihlan spoke favorably of the entry of Allina into the <br />picture; but concurred with Councilmember Klausing's <br />concerns that the proposed actions have not been reviewed <br />by the public or obviously, the Council as a whole, and <br />recommended that discussion be delayed to allow <br />absorption of the material and proposed motions for this <br />complex issue, as well as recognizing the lateness of the <br />meeting tonight. <br /> <br />Ms. Ihlan concluded by opInIng that the Council was <br />proceeding too quickly, given the project's complexity and <br />public interest. <br /> <br />Mayor Kysylyczyn opined that Ms. Ihlan was continuing <br />her "doom and g100n1" n1essage in her continuing political <br />campaign, and further opined that her comments were not <br />representative of the neighborhood and comments he <br />observed in his attendance at the neighborhood meetings <br />previously held. Mayor I(ysylyczyn concluded by <br />reminding Ms. Ihlan that the n1ajority of the property in <br />the proposed developn1ent area was not publicly-owned <br />property, but privately-owned property. <br /> <br />Amy Ihlan <br />Ms. Ihlan took issue with Mayor Kysylyczyn's comments <br />
