Mr. Squires further noted that it was common practice for municipalities to prepare specifications after an investigation, or in this case personal site visit, of industry features; and he had reviewed the specifications to determine that they were broad enough to ensure a full and fair opportunity for n1ultiple bids, were consistent with law, that advertising was consistent with bid law, and had observed that specifications had been sent to at least six vendors; and whether they chose to bid or not was their prerogative. Mayor Kysylyczyn still questioned the perception that the Fire Departn1ent had only looked at one vehicle, at one vendor. Assistant Fire Chief Tin1 O'Neill was present to address Mayor Kysylyczyn' s concerns; noting that the Department's in1n1ediate need of a replacement vehicle, and having tin1e for the typical practice of building a truck from ground up, they needed to n1ake a determination that there were vendors available \vho could provide a truck that would n1eet the Departn1ent's needs in a short timeframe; and assured that they had adhered to requirements of the bidding process. Mr. O'Neill advised that the Departn1ent had atten1pted to provide due diligence in researching appropriate specifications. Further discussion incl uded the cOlnprehensiveness of the approximate 70 pages of specifications; the Mayor's discomfort with his perception of the process; the Department's intent; and trade-in value of the two existing uni ts.
