<br /> <br />Noven1ber 14, 2003 <br /> <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />Re: Twin Lakes Coordinated hnplelnentation Plan (TLCIP) <br /> <br />Dear Mr. Mayor and Men1bers of Council: <br /> <br />The Rottlund Company, Inc. doing business as David Bernard Builders and <br />Developers, respectively request your consideration in naming our con1pany as the <br />designated n1aster developer for the Twin Lakes Redevelopn1ent Area. <br /> <br />Over the last year David Bernard has worked closely with NIr. Daniel COn1I11erS of <br />Roseville Properties and Mr. John Johannson of Welsh COInpanies, in an effort to <br />1110ve forward the redevelopment of the Twin Lakes area. Based upon our experience <br />in coordinating redeve10Plnent projects of this nature and financial ability, Mr. <br />COI11I11ers and Mr. Johannson support our request to be nall1ed as the ll1aster <br />developer. Given the current proposed plans, which indicate residential as the largest <br />development component, we feel we are uniquely qualified as the master developer. <br />Builder Magazine currently ranks us as the 8th largest developer of attached for-sale <br />housing in the country. (Attached for your reference, a brief summary of Master <br />Developer experience.) <br /> <br />On Monday, November 17,2003, the City Council will be asked to consider a <br />number of items concerning the Twin Lakes redeveloplllent area. One of these iten1s <br />is consideration of options for implementing the redevelopment plan. Five basic <br />organization types are discussed by staff including the master development approach <br />"\vherein the City selects one development company to coordinate all specialized <br />redevelopers, the streets, utilities and contamination clean-up, based on city plans and <br />with city assistance." For a number of reasons, we consider the master developer <br />approach to be preferred over the other four organization types. The reasons are as <br />follo\vs: <br /> <br />1. As the master developer, \ve would be responsible for negotiating privately, the <br />acquisition of all property within the Twin Lakes redevelopment area. This is by <br />far the most cost-effective approach and may help avoid the use of eminent <br />domain by the City. (As you may be a\vare, Roseville Properties already has <br />made a significant investment in acquiring properties \vith Twin Lakes.) <br />
