<br />November 17,2003 <br />Agenda Item VIII. Redevelopment of Twin Lakes <br /> <br />Motion: <br /> <br />Move to accept the preliminary proposal of Rottlund Companies to be designated <br />as the Master Developer for the 275 acre Twin Lakes Redevelopment Area, subject <br />to completion of a master developer agreement (prepared by the City <br />Development Attorney Jim Casserly) and approval by the City Council at the <br />December 8, 2003 meeting, <br />The agreement shall include the use of public <br />development tools including public purpose condemnation as needed to establish <br />fair market value as a last resort, tax increment financing, long term assessments, <br />deferred assessments, Industrial Revenue Bonds, infrastructure bonds, grants and <br />loans. <br /> <br /> <br /> <br />Motion: <br /> <br />Move to direct the staff to prepare options for an advisory stakeholder team for <br />Council review and approval on December 8,2003. The purpose of the advisory <br />team is to work with the Master Developer to ensure that the City's goals and <br />objectives for the Twin Lakes Master Plan are realized. <br /> <br />Motion: <br /> <br />Move to direct the staff to prepare a City of Roseville proposal for Allina, in <br />response to the AllinaJRyan Companies concept for the Allina headquarters <br />building at Twin Lakes, to be reviewed/approved by the Council on November 24, <br />2003. <br />
