<br />Regular City Council Minutes -11/17/03 <br />Page 8 <br /> <br />City Budget, and then Item VI., B, Process for Filling City <br />Council Vacancy. <br /> <br />C. 2004 City Budget 2004 City Budget <br />Mayor Kysylyczyn opened the Public Hearing at this time. <br /> <br />Northwest Youth and Familv Services (NYFS) <br />Kay Andrews, Executive Director of the Northwest <br />Youth and Family Services <br />Ms. Andrews requested that the City Council not cut any <br />funding for the organization, citing the numerous ways it <br />served the comlTIunity and residents in its divergent <br />programs, and opining that the services provided far <br />exceeded the funds expended. <br /> <br />Ms. Andrews and her staff distributed their third quarter <br />report as a Bench Handout to Councilmembers. <br /> <br />Shannon Powell, 437 West County Road C <br />Ms. Powell, citing her expertise as a professional Social <br />Worker, acknowledged the positive services provided by <br />the NYFS, noting that through their sliding fee schedule, <br />they were able to accommodate all families, even when <br />there was no insurance to cover the services provided and <br />that the organization was an invaluable resource to north <br />suburban communities. Ms. Powell concluded by strongly <br />encouraging the Council to consider continued funding of <br />the NYFS in an effort to focus on family priorities related <br />to quality of living issues. <br /> <br />Ann Berry, 1059 Woodhill Drive <br />Ms. Berry, as a founding member of the committee that <br />established the NYFS, encouraged continued City support <br />of the NYFS at its current level or with an inflationary <br />increase if possible, opining that it had served the <br />community well in its 30 years of existence. <br /> <br />Dr. John Thein, 434 Owasso Hills Drive <br />Dr. Thein, in his capacity of Superintendent of Roseville <br />Schools; a Roseville citizen and parent, recognized the <br />difficult decisions before the Council in budget <br />
