<br />Regular City Council Minutes - 11/24/03 <br />Page 3 <br /> <br />in favor of the current system of appointment. <br /> <br />1. Dick Lambert, 800 Brenner Avenue <br />Mr. Lan1bert indicated that he had changed his <br />position and no longer favors a Special Election. <br /> <br />2. Terry Moses, 1776 Maple Lane <br />Mr. Moses indicated that he favored a Special <br />Election for vacancies of six months or more, <br />starting next year, and favored filling this vacancy <br />through our current appointment process. <br /> <br />3. Todd Guerrero, 2474 Hamline Avenue N <br />Mr. Guerrero stated that he disfavored a Special <br />Election in this situation. Mr. Guerrero opined that it <br />was not needed and was a waste of taxpayers' <br />rI1oney. <br /> <br />2.1 Terry Moses, 1776 Maple Lane <br />Mr. Moses spoke again, this time against a winter <br />campaign season and the cost to those running for <br />office. <br /> <br />4. Roger Toogood, 601 Terrace Court <br />Mr. Toogood opined his concurrence with what the <br />previous speakers said. <br /> <br />5. Claude Wilkinson <br />Mr. Wilkinson urged the City Council to follow past <br />practice as to this vacancy; urging that in the future, <br />a Special Election and/or a resign-to-run requirelnent <br />be adopted. <br /> <br />Then the Mayor called for 20 minutes of public <br />comment in favor of a Special Election. <br /> <br />1. Mike Schneider, 1490 Centennial Drive <br />Mr. Schneider spoke in favor of the right to vote. <br /> <br />2. Speaker Unidentified spoke in favor of a Special <br />Election. <br />
