The average life expectancy 2000 years ago was probably somewhere around 40 years
old. But maybe Herb, you are not talking about applying your philosophy to medicine.

Transportation wise you should be prepared to walk if we followed your philosophy. Oh, and remember,
sandals would not have been invented under your philosophy. A bare foot is all you would have. Forget horses,
they weren't domesticated yet. But maybe you are not talking about applying your philosophy to tr-ansportation.

Maybe you are very narrow-minded in that you only want to apply your philosophy to government. Well,
we all know that this nation would not be here under your philosophy, let alone the city of Roseville. Actually,
nations would not exist at all. You would be living in some sort of nomadic tribe with a leader who usually was the
strongest and bravest. Would you have qualified to be the leader of your tribe? Well if you were over age 30,
probably not. You would have been too old.

Maybe you want to live in a world where we follow the phrase "If it ain't broke, don't fix it," but don't include
me in it, and I would guess that none of your other fellow Roseville residents want to be in your world either".

PS. Maybe you didn't notice that before the election, there was a unanimous opinion to move forward on
this issue. Only after the election did your RCC candidates suddenly change their mind.

Take care,

Mayor John Kysylyczyn
3083 Victoria Street
Roseville, MN 55113
jo h n k.@ LJ $fc;1OJjly~ D_~t

Home Office:
Cell:

651-484-1384
651-398-5337

-----Original Message-----
From: Herb Lieffring [mailto:
Sent: Monday, November 24, 2003 8: 12 AM
To: Schroeder, Gregory; Kysylyczyn, John
Special Election Ordinance

Gentlemen,

Keep in mind the adage: "If it ain't broke, don't fix it." Just as the Task Force did not find a problem with
the current Primary process and in a near unanimous voice chose to keep the current Primary process;
believe most Roseville citizens support appointment to fill the vacant council seat in January with a
special election to be held with the state and federal elections next fall. Thank you for considering my
position.

Herb Lieffring
287 Roma Avenue
Roseville, MN 55113

11/24/2003
