If you <br />enough to fill the seat pernlanently I don't want thenl filling it ten1porarily <br />to conlpel an appointee not to run, therefore, a prOlnise not to run is n1eaningless. <br /> <br /> <br />Because of recent events I believe a special election would the n10st <br />seat at this point in Roseville's history. While I personally believe the <br />Roseville well in the past, I think that an appointnlent at this tinle could further cloud the general publics <br />trust in its goverDlllent and put the appointee in the untenable position of being second guessed <br />and suspected of being in collusion \\lith one group or another. <br /> <br /> <br />There are reasonable an equally convincing argun1ents to be 111ade on both <br />to conduct the elections as soon as allows in April and or <br />presidential election cycle. Consequently, 1'n1 neutral on the tiIDing. <br /> <br /> <br />However, an election vvithout a prin1ary could be a disaster and result in four nlore years of what \ve <br />have just experienced. I would venture to guess that none of you has exactly enjoyed this term on the <br />council. \Vithout a primary you run the very real risk of setting yourselves up for another term of 6 to 8 <br />hour acrimonious meetings \\lhere very little is accon1plished. The thing Roseville <br />needs no\v is sonleone elected \vith less the 500/0 of the vote. We1ve all seen first hand the damage that <br />kind of division causes. During discussions at the Prin1ary Election Task Force Illeeting earlier this year <br />citizens voted 60 to 1 in favor of keeping their right to a prin1ary - the $0. per . cost was <br />ZERO concern con1pared to being deprived of one of their existing freedoms. <br /> <br />In sumn1ary, [1] appoint S0111eOne to fill the vacated seat that is qualified to fill the <br />[2J vote to hold a special election at a tin1e you can agree on and [3 J I(EEP the primary. <br /> <br /> <br />Dick Lanlbert <br />800 Brenner Avenue <br />Roseville, MN 55113 <br /> <br />11/24/2003 <br />
