<br />Community Development Department <br />2660 Civic Center Drive, Roseville, MN 55113 <br /> <br />DRAFT LETTER; (w/language clarified November 24 by Dennis Welsch) <br /> <br />November 25, 2003 <br /> <br />Allina Medical <br /> <br />Jim Nelson <br />Real Estate Strategies LLC <br />81 South Ninth Street <br />Minneapolis, MN 55402 <br /> <br />RE: City of Roseville response to Allina proposal to build in Roseville <br /> <br />Dear <br /> <br />The City of Roseville Mayor and Council are excited about the prospect of Allina Medical <br />constructing its new headquarters building within Roseville's Twin Lakes Business Park and <br />becoming part of the community. In that regard, on November 24, 2003 the Roseville City <br />Council unanimously voted to offer Allina and/or Ryan Companies on behalf of Allina several <br />forms of assistance for this redevelopment project. Roseville understands the challenges of <br />redevelopment and is willing to provide this assistance for an expedient and quality <br />redevelopment within Twin Lakes for Allina. <br /> <br />1. The Allina proposed headquarters office building which is understood to be a maximum of <br />seven stories and located at 2814 Cleveland Avenue and certain adjacent land, is consistent <br />with the City's Twin Lakes Master Plan and needs only to complete the standard 60-day <br />zoning amendments and permits. <br /> <br />2. City tax exempt financing (pass-through <br />the extent that is legally and financially feasible <br />(through either Allina or Ryan Companies) will be supported to assist in the project costs <br />including the acquisition, site development and building construction. <br /> <br /> <br /> <br />3. Long term (20 years or more) low interest special assessment financing for required public <br />improvements which impact the site and the site development can be provided at a below <br />market interest rate. The current estimated interest rate is 6 percent. <br /> <br />. The current Allina proposed site does not have frontage on the proposed Twin <br />Lakes Parkway and therefore would not trigger its construction. However, when <br />that part of the redevelopment occurs and the Parkway is constructed assessment <br />of the costs for the construction will be applied to all properties within Twin <br />Lakes based upon both area-wide and front foot formulas.
