In addition, there are other potential programs that can be <br />accessed, such as dedicated bus ways serving reverse commuters from the core cities. <br />In addition to City assistance there are several other methods of providing assistance to the <br />project as summarized below. <br /> <br />. State Assistance: Any state assistance being offered to Allina in other proposals would also <br />be eligible within the Twin Lakes Redevelopment Area. Roseville, like Minneapolis and St. <br />Paul sites are similar in that they are all Brownfield sites requiring redevelopment assistance. <br /> <br />. Excel Energy Assistance: The Excel Energy Assets Design Assistance Program can provide <br />both up-front energy saving and energy rebates. In addition, Excel offers energy rebates for <br />acquiring the most energy-efficient equipment. <br /> <br />. Customized Training Funds: The Minnesota Jobs Skills Partnership Program provides <br />grants of up to $400,000 to educational institutions with businesses as partners to develop <br />training programs specific to business needs. Century College in White Bear Lake works <br />with this program to provide tailored customized training programs for specific company <br />needs. In addition, the Hire Education Loan Program provides short-term, no interest <br />loans of up to $250,000 to Minnesota businesses to assist them in obtaining the training they <br />need for new or existing employees. Both programs are provided by the State of Minnesota. <br /> <br />The City realizes that Allina is a non-profit, non real-estate tax paying entity. Therefore, the City <br />is losing the Allina site's tax increment that is a necessary ingredient for redevelopment in the <br />Twin Lakes area. That tax increment amount would have exceeded $450,000 annually based <br />upon a taxable housing project of 200 to 300 housing units. Realizing the importance of the new <br />jobs and image created by Allina within the Twin Lakes area, the City is willing to accept a lesser <br />amount in the form of a Payment in lieu of Taxes (PILOT) to help recover the high costs <br />associated with redevelopment. The City estimates that the PILOT would be based similarly to <br />other non-profit projects where a PILOT is agreed to and is collected semi-annually. We are <br />estimating that the PILOT would be based upon a percentage of the estimated foregone new taxes <br />that would have been generated from the development, if it was property tax paying entity. The <br />actual amount can not be determined until there are further discussions and negotiations with <br />Allina. <br /> <br />Saying all this, the City of Roseville is in support of and excited about the prospect of Allina <br />locating within the Twin Lakes Redevelopment Area. In addition to the assistance offered above <br />the following amenities of the site make Roseville's location attractive and safe for a corporate <br />headquarter facility. <br /> <br />Twin Lakes Amenities: <br />. Excellent and convenient access from Interstate 35W. <br />. 10-15 minutes to downtown Minneapolis and St. Paul, 20 minutes to airport. <br />. Safe location for employees and clients with 24-hour essential services conveniently <br />available within walking distance. <br />. Solid redevelopment master plan includes a mix of multi-family housing, retail services <br />and compatible offices in a business park atmosphere. <br />. Direct access to Langton Lake and Park. Recent improvements include walking trails, a <br />ball field complex and fishing pier. <br />. 40,000 people currently work in Roseville, and city employers have access to a highly <br />skilled and semi-skilled work force. <br /> <br />3 <br />
