<br />City Council Regular Meeting - 03/27/06 <br />Minutes - Page 17 <br /> <br />process needed to be determined for the process to work. <br />Councilmember Ihlan reviewed her suggestions from her <br />memorandum to the City Council dated March 21, 2006 and <br />entitled, "Revised Visioning Process Proposal." Councilmember <br />Ihlan proposed that the Council consider funding for the process <br />in the 2007 budget, rather than at this time to allow the Council <br />more time to plan and design the process, and to issue Requests <br />for Proposals (RFP's) as needed and to solicit community <br />interest. Councilmember Ihlan questioned the previous <br />appropriation in 2000 and 2001 for an update of Vista 2000; <br />suggested seeking grant and/or local community funding; and <br />questioned the legality of transferring funds from the HRA to the <br />City, when the HRA lobbied and levied for those funds <br />specifically for housing issues. <br /> <br />Councilmember Pust, in reviewing the historical documents from <br />the Vista 2000 process, noted that the proposed timing and <br />meeting process was similar to that former process. <br /> <br />Finance Director Chris Miller spoke to the use of HRA funds and <br />whether it would be better to request a transfer of the funds from <br />the HRA to the City; or utilize a billing process with the HRA <br />paying 60% and the City paying 40%. Mr. Miller encouraged <br />the City Council to seek City Attorney opinion regarding the <br />legality of transferring the funds. <br /> <br />Discussion included timing of summer or winter months for <br />optimum citizen participation; the major housing component <br />involved in the visioning process; and the enthusiasm of the <br />HRA related to housing issues facing the community. <br /> <br />Councilmember Kough spoke in support of the visioning process <br />being initiated immediately, given the amount of time to compile <br />the data; and sought personal involvement in the process and in <br />the brainstorming sessions, and the need for a strong senior <br />citizen perspective during the process. <br /> <br />Councilmember Pust spoke in support of the proposed timeframe <br />for the visioning process as outlined; and clarified that as elected <br />officials, the Councilmembers were free to attend any meetings <br />they so desired. <br />
