City Council Regular Meeting - 03/27/06
Minutes - Page 22

only, not for removal.

Mayor Klausing opined that that option currently existed through
Council majority vote.

Councilmember Ihlan continued to dispute the proposed
language; and opined that the resolution doesn't address the
concerns of getting the packet delivered sooner. Councilmember
Ihlan outlined several scenarios with her personal calculations of
how long it could take for Council consideration of Council-
initiated items under the proposed resolution as currently
worded; and questioned how further delay of Council- ini tiated
agenda items served public purpose.

Further discussion included resolution language; and timing of
Study Sessions and gaps in meetings.

Ihlan offered a clarifying friendly amendment to the language of
the second paragraph related to notice purposes only, not for
discussion, action or removal from future agendas.

Mayor Klausing and Councilmember Maschka, as makers of the
original motion, concurred with the friendly amendment.

After further discussion regarding language, the proposed
resolution was adopted with the following wording:

"WHEREAS, the ability of Councilmembers to place items on the Council's
agenda is an important tool for Councilmembers to fulfill their roles as
elected officials; and

WHEREAS, the ability of the Council and staff to effectively manage their
work load and to properly consider items appearing before them requires
that they receive sufficient notice of agenda items;

THEREFORE, be it resolved that Councilmembers have the right to place
items on the agenda as follows:

A Councilmember may, at a Council meeting, request that an
[action] item be placed on a future Council agenda; or
(Klausing/Maschka amendment)

A Councilmember may make a request for an agenda item outside
of a Council meeting by submitting an e-mail request to the City
Manager, with a copy of the e-mail tootherCouncilmembers.no
later than noon of the Wednesday preceding the Council meeting.
