Discuss Permit Fees for Residential Driveways <br />Mayor Klausing welcomed and introduced Mr. <br />Goodmanson of Goodmanson Construction. <br /> <br />Permit Fees for <br />Merl Residential <br />Driveways <br /> <br />Merl Goodmanson, Goodmanson Construction, 2630 <br />Fairview Avenue N <br />Mr. Goodmanson reviewed his letter dated March 15,2006 to the <br />City Council regarding the City's pennit fees for residential <br />driveway replacements; noting their inconsistency with fees of <br />other communities. <br /> <br />Discussion included fees imposed to recover costs; appropriate <br />fee structures for comparison; inspection benefit versus cost of <br />permit; need for inspections for replacement driveways; material <br />quality and specifications; and actual inspection process and <br />frequency during replacement projects. <br /> <br />Mayor Klausing, recognizing Mr. Goodmanson' s points, directed <br />staff, as part of a general fee discussion, to have staff return with <br />additional information for Council consideration and further <br />reVIew. <br /> <br />13. Appoint Citizen Advisory Commission Members Appoint Citizen <br />Maschka moved, Klausing seconded, appointing Gale Pederson Advisory <br />to the one vacancy on the Parks and Recreation Commission. Commission <br />Members <br />Councilmember Ihlan reiterated her previous comments <br />regarding individual Councilmember rankings, opining that <br />discrepancies in the process created disproportionate rankings; <br />thus negating aggregate rankings and creating unfair advantages <br />for some applicants. <br /> <br />Councilmember Ihlan also questioned procedurally, whether <br />there were term limits, given that Ms. Pederson had previously <br />served two, three-year terms on the Parks and Recreation <br />Commission. <br /> <br />Discussion included the ranking process and consequences; <br />individual assessment of applicant strengths; eligibility of <br />
