<br />City Council Regular Meeting - 04/10/06 <br />Minutes - Page 28 <br /> <br />Roll Call <br />Ayes: Maschka; Pust and Klausing. <br />Nays: Ihlan and Kough. <br /> <br />10. Consider a Council Budget Process Council Budget Process <br />Finance Director Chris Miller, as previously requested by the <br />City Council at their March 20, 2006 meeting, provided three <br />options and proposed plans for the 2007 budget approach. <br />Mr. Miller reviewed the various options and their impacts to <br />the budgeting process. <br /> <br />Discussion included advantages and disadvantages of the <br />various options in relationship to other ongoing Council and <br />community projects (i.e., community visioning process) and <br />current staffing issues; contracted services versus in-house <br />employees; and discussion of reserve options and budgetary <br />controls. <br /> <br />Councilmembers consensus was to pursue Option #2. <br /> <br />Mr. Miller encouraged Councilmembers to provide their <br />input to staff on various priorities and considerations; and to <br />provide their personal evaluations of each program for staff. <br /> <br />Staff was directed to proceed with Option #2 for the 2007 <br />Recommended Budget Process, as outlined in the staff report <br />dated April 10, 2006; with the suggested timetable for <br />implementation of the process. <br /> <br />11. <br /> <br />Consider Appointment of Steering Committee Members <br />as part of the Community Visioning Process <br />Councilmember Pust provided an update on the Community <br />Visioning process; and was prepared to offer her personal <br />suggestions for appointment to a steering committee. <br />Councilmember Pust's six suggestions were: Ann Berry and <br />Al Sands; (both of whom had served on the Vista 2000 <br />process); Steve Burwell (Roseville small business owner); <br />Mark Traynor (current Chair of the Planning Commission <br />and involved in the Planning Commission's updating of the <br />City's Comprehensive Plan, allowing him to provide a direct <br />link for the process); Jim Mulder (for his regional expertise <br /> <br />Appointment of <br />Steering Committee <br />Members <br />Community Visioning <br />Process <br />
