Ms. Bennett noted that the core materials <br />(approximately 20 pages) could be e-mailed, but the <br />substantial supporting documents would be difficult to <br />make available electronically. <br /> <br />Councilmember Ihlan adamantly requested a full copy of <br />the application materials prior to their submission; and <br />questioned why the Council had not received the request in <br />a timelier manner, rather than this close to the application <br />deadline. Councilmember Ihlan advised that she couldn't <br />vote to authorize submission of an application she had not <br />reviewed; and would abstain from voting on the application <br />until she had reviewed it; and requested that all <br />information, including all supporting documentation, be <br />made available on line for public information purposes and <br />for public analysis. <br /> <br />Councilmember Kough opined that he was glad the City <br />was getting the grants; but questioned the process for use of <br />grant funds and/or tax increment financing monies. <br /> <br />Ms. Bennett advised that, it was her understanding that the <br />pro forma documents included a component for grant <br />monies, but that those funds didn't take away from the <br />amount of tax increment financing to be used; but would be <br />a succession of uses of funds, with the grant monies used <br />first, then the tax increment financing. <br /> <br />Maschka moved, Pust seconded, adoption of Resolution <br />No. 10400 entitled, "A Resolution Authorizing the Mayor <br />and City Manager to Submit an Application for <br />Contamination Cleanup Grant for Twin Lakes Proj ect, <br />Phase I, Stage 1, Residential Development," approving the <br />submission of the application for a State Department of <br />Employment and Economic Development (DEED) <br />Contamination Cleanup Grant for Twin Lakes Phase I, <br />Stage 1 environmental cleanup. <br />Roll Call <br />Ayes: Kough; Maschka; Pust and Klausing. <br />Nays: None. <br />Abstention: Ihlan <br />
