Councilmember Ihlan clarified her intent for making the motion to allow time for discussion; and to freeze the City Manager's hire of the position until the Council had completed their review. Discussion included salary range; current advertisement; comparable salaries; approved salary ranges set by the City Council; and the City Manager's responsibility to fill vacant posi ti ons. City Attorney Anderson confirmed that the City Council had not been requested to authorize filling the vacancy; but noted that the City Manager didn't need authorization for filling vacancies, and was obligated to fill them. Councilmember Kough questioned whether it wasn't customary for the City Manager to seek Council direction and comment prior to filling vacancies. Roll Call Ayes: Ihlan and Kough. Nays: Maschka; Pust and Klausing. Motion failed. 6.a Request of Councilmember Kough for a Motion to Add Assistant City Manager to the Title of Community Development Director (including Agenda Item 6.b) Kough moved, Ihlan seconded, adding to the title of Community Development Director, the title of Assistant City Manager. Mayor Klausing sought City Manager Beets' comments as to current practice and a response to such a directive. City Manager Beets responded that it had been his practice, since the elimination of the Assistant City Manager position, to rotate those duties during his absence between Department Heads, allowing for their professional development and experience.
