<br />Special City Council Minutes - 12/04/03 <br />Page 12 <br /> <br />Manager Beets anticipated potential training savings in the <br />Police, Public Works, Parks and Recreation Departments, <br />as well as mandatory OSHA training in all departments. <br /> <br />Assistant Fire Chief O'N eill noted that the Fire <br />Department was projecting the position as "revenue- <br />neutral" for now, and anticipated additional savings for <br />other departments, but was hesitant to identify specific <br />time frames for those savings at this preliminary stage. <br /> <br />Further discussion included the mandatory training <br />required not dependent on how the training was achieved; <br />creation of a position and the difficulty of eliminating <br />those positions in the public sector; qualifications and <br />expertise of current Shift Commanders and consistency of <br />training competencies to ensure quality; time commitment <br />of current trainers within the department; new techniques <br />and equipment; and increased annual training <br />requirements. <br /> <br />Councilmember Maschka left the meeting at 7:07 p.m. <br /> <br />Further discussion included additional levels of training <br />and those required following 9-11 and those mandated by <br />the State Federal government (i.e., confined space; <br />trench/rescue training; hazmat; etc.) and projected total <br />number of training hours annually. <br /> <br />Mayor Kysylyczyn concluded the discussion by directing <br />staff to return to the December 8, 2003 regular Council <br />meeting with the following items to facilitate policy <br />discussions related to the proposed training position. <br /> <br />1) How best to make application of the estimated <br />$30,000 in 2004 and future years for salary <br />increases (i.e., applying across the board or <br />structured to provide staffing incentives; and how to <br />achieve consistency or attempt equitability. <br /> <br />Assistant Fire Chief 0 'Neill noted that he would prepare <br />several models for the December 8, 2003 meeting for <br />
