The Police would remain as first responder. <br />Also, would include closing Fire Station #1 )." <br /> <br />Mayor Kysylyczyn noted that the savings of $105,000 had <br />been addressed in the 2004 Capital Budget for the Fire <br />Department. <br /> <br />Councilmember Maschka noted that the original intent of <br />the SUV's was to reduce usage and wear on the now <br />defunct Engines #31 and 32. <br /> <br />City Manager Beets noted that while all savings were <br />welcome, reducing the capital budget would not affect the <br />tax levy or address the loss of Local Government Aid <br />(LGA). Mr. Beets clarified that the City maintained an <br />equipment fund that was built up over the years through <br />depreciation costs. <br /> <br />Further discussion included the actual $36,000 requested <br />2004 Capital amount, as mandated by recommended <br />accounting procedures. <br /> <br />Lea2ue Position #7: <br />"The L WV does not support either option for <br />increased services through the current emergency <br />medical services that is: Add an ambulance 24/7 at a <br />cost of $462,000. Add a first responder 24/7 which <br />would not transport at a cost of $278,000." <br /> <br />Discussion included the unlikelihood of this option, given <br />current budget constraints of the City and Allina; the lack <br />of complaints on response time received by the L WV; the <br />size of the Allina fleet and vehicle accessibility in <br />addressing response times versus what would be feasible if <br />the City were to provide services; statistics for first <br />response by the Police Department survival rates; and the <br />emotional nature of determining response time issues. <br /> <br />Further discussion included how best to document <br />complaints regarding response time for the City or other <br />agencies and organizations; and the Fire Department's <br />
